Draft Amendment to Koala State Planning Regulatory Provisions (SPRP)

Changes to allowable native vegetation clearing in Queensland

 

The Department of Environment and Heritage Protection is seeking submissions on the draft amendment to the South East Queensland Koala Conservation State Planning Regulatory Provisions (SPRP). The amendment seeks to align with the offset provisions within the Environmental Offsets Act 2014 (EO Act).

Offsets for clearing of non-juvenile koala habitat trees have always been within the SRPR at a ratio of 5 trees replaced for every tree removed.


The amendment follows the established process within the EO Act that allows the assessment of significant impacts on koala habitat to drive the type and quantity of offset required to counterbalance the significant impact. Importantly, by following the EO Act process, offsets for assessed significant impacts to koala habitats are now limited to a ratio of 1 to 4.

Site design must still avoid impacts to non-juvenile koala habitat trees wherever possible and any unavoidable clearing must be minimised.

About the State Planning Regulatory Planning

The South East Queensland Koala Conservation State Planning Regulatory Provisions have been in operation in SEQ since 2010. The SPRP was enacted to provide greater protection for koalas and their habitat within the Koala Coast and Pine Rivers as well as other areas of high development activity within SEQ.

The SPRP is an overarching state planning instrument that regulates new developments within koala areas at the development assessment stage.

NOTE: The draft amendment is in force for all applications submitted after 26 June 2015.

The Department of Environment and Heritage Planning is seeking submissions on the draft SPRP amendment before 5pm on 17 August 2015. Your submission can be lodged at planning.support@ehp.qld.gov.au
